The North Carolina Partnership for Children, Inc., Raleigh, NC

Duties: Coordinated multiple data collection projects for North Carolina's Smart Start program. Designed new collection strategies, re-evaluated internal research methodologies, and oversaw the development of statewide county-level performance reports. Utilizing SPSS, analyzed large statewide data sets providing quantitative support for strategic and policy initiatives. Acted as a Smart Start data liaison for state government, private research institutions, and local partnerships representing all one hundred North Carolina counties.

Accomplishments: Migrated regular data analysis procedures out of unstable excel spreadsheets into syntax backed SPSS datasets greatly decreasing the probability of measurement error. Re-imagined the calculation and distribution process for statewide performance reports in an effort to increase external confidence in the measurements, improve transparency, and increase opportunities to catch calculation or data source issues. Lead the development of a written plan and timeline for taking over a four-program data collection project saving the partnership from extending a contract costing tens of thousands of dollars.

Duties: Part of a project team for a multi-million dollar medical expenditure survey contract for the Agency for Healthcare Research and Quality. Analyzed internal research processes producing written summaries for upper management, acted as an inter-office liaison, and wrote various pieces of technical documentation.

Accomplishments: Analyzed a number of complicated research processes utilizing outdated documentation and staff interviews to produce comprehensive explanatory documentation for upper level management. Leveraging extensive detailed project knowledge acquired from geographically separated sites was able to recommend cost-saving procedural changes and modernization projects. Produced technical specifications used to develop an automatic records abstraction data entry system which reduced staffing requirements.
